ARE acquires 131 homes on behalf of BPL Pensioen in Dordrecht

Achmea Real Estate has acquired 131 homes in the Frontier project in Dordrecht from developer-contractor VORM on behalf of pension fund BPL Pensioen. The acquisition marks an important step in the redevelopment of the former Crownpoint site on the Spuiboulevard. At least 40% of the rental homes will be in the mid-market rental segment. In total, the project will comprise 175 homes.
With this acquisition, BPL Pensioen contributes to the availability of affordable rental housing in Dordrecht. The 131 rental homes range in size from 51 m² to 96 m² and, together with 44 owner-occupied apartments, form a mixed residential development in a central location close to public transport and the historic city centre. The project will feature green roofs and a landscaped inner courtyard. During periods of heavy rainfall, the site will be able to temporarily retain rainwater and gradually discharge it afterwards.
The Frontier development is part of the broader transformation of Spuiboulevard, where former office locations are being redeveloped into housing and community facilities. The new Dordthuis will also be located here. This building will bring together the municipal offices, the city library and the tourist information centre (VVV). The result will be a new urban environment that combines living, working and public services.
Long-term investment
Eric Douma, Chair of BPL Pensioen: “As a pension fund, we want to invest our participants’ money responsibly and with a long-term perspective. With this acquisition, we are adding 131 homes to our portfolio, including 70 mid-market rental homes. In doing so, we contribute to the delivery of affordable rental housing in the Netherlands while investing in a sector that aligns well with our long-term investment horizon.” Jeroen de Graaf, Portfolio Manager at Achmea Real Estate: “The combination of a strong inner-city location and a focus on climate adaptation makes the Frontier more project future-proof. By incorporating these aspects from the outset, we reduce risks and help generate stable returns for BPL Pensioen.”
Sander van der Wolf, Deputy Director Development at VORM: “With this transaction, we are taking an important step towards the realization of Frontier. In the heart of Dordrecht, we are transforming a former office site into an attractive residential area for 175 households, including both rental and owner-occupied homes and a substantial share of mid-market rental housing. These are exactly the types of homes the city needs. Together with Achmea Real Estate and BPL Pensioen, we have strong partners who share our ambition for this location.”
Construction is scheduled to start in the second quarter of 2027 and is expected to take approximately two years. Frontier was designed by LEVS architects. BVR will be responsible for the demolition of the existing building and the construction of the 175 homes.
